Job Position 1 – Junior Professional Associate- Social Protection

Required Qualification and Experience
Education: Graduate degree and minimum of master’s level qualification in economics, social policy or related sector
Minimum of 3-5 years of relevant experience in jobs, skills, livelihoods programs and interventions
Knowledge of the social protection and jobs agenda including productive inclusion and youth employment
Strong analytical skills and proven ability to conduct and oversee policy relevant research, translate theory into practical applications, and adapt professional knowledge and technical skills to analyze, diagnose and propose solutions to policy issues and challenges
Ability to convey analysis in easily communicable and compelling fashion, and on often short turnaround times. Demonstrated ability to capture knowledge and communicate main messages in knowledge briefs and policy notes, as well as power point presentations for high level audiences
Experience in delivering results in challenging and low-capacity contexts including in Africa would be an asset
Proven pro-active engagement, forward looking and independent thinking, as well as initiative that leads to results
Ability to maintain client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge
Evidence of strong interpersonal skills, judgement, and proven ability to work in a team and intercultural environment, with minimal supervision
Proven track record of multi-tasking, managing competing demands and effectively time-managing tasks
Willingness to work and live in an FCV country
Be 32 years of age or younger
Be fluent in English

Duties and Responsibilities
Support Task Team Leaders /Co-Task Team Leaders with implementation support for the Ethiopia Strengthening Ethiopia’s Adaptive Safety Net (SEASN) and Urban Productive Safety Net and Jobs (UPSNJP) programs currently under implementation as well as the preparation of possible new operations.
Support the implementation of the livelihoods and economic inclusion agenda of both UPSNJP and SEASN.
Support on the Jobs and Youth Employment agenda, enhancing linkages and integration across components and programs.
Promote digital innovations in the rural and urban Productive Safety Net Programs and support the roll out of the national ID system through safety nets.
Contribute to and promote’ Climate smart livelihoods’ agenda in the projects.
Contribute to analytical work on key aspects of the livelihood and economic inclusion interventions of the programs as and when required, including drafting proposals and ToRs for additional support.
Explore opportunities to strengthen human capital development through SPJ including women’s empowerment opportunities, early childhood development approaches and linkages with the education and health sectors.
Support the implementation of Trust Fund activities.
Engage and liaise with government stakeholders at Federal and city level, especially with the Project Coordination Office (PCU) of the UPSNJP.
Participate in and contribute to knowledge sharing activities with the government and development partners, especially on social protection adapting evidence and resources from other countries where relevant.
Engage in South-South learning and training as required.
Support coordination and complementarity with the broader SPJ engagement in Africa and beyond.

Job Position 2 – Junior Professional Associate-Digital Development

Required Qualification and Experience
Education: Master’s degree in telecommunications, engineering, computer science, economics, or related public policy or law with a focus on technology or ICT and related field. Also a minimum of 3 years of experience in ICT / Digital Economy policy and regulation and/or ICT / Digital Economy project design and implementation – or equivalent combination of education and experience.
Working knowledge of the ecosystem of inter-related policies, strategies, institutions, laws and regulations relevant to the ICT sector and digital transformation of economies and societies
Strong conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
Firm understanding of digital technologies, digital transformation of society, and digitally enabled business model trends relevant to socio-economic development in Africa (and in particular in Eastern and Southern Africa) context and enthusiasm to stay abreast of new innovations. Experience in Fragile Conflict and Violence environment would be an additional plus.
Good client engagement skills, taking responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or project success.
Excellent written communication and verbal communication skills in English (in addition to Portuguese if Mozambique based and French if Madagascar based as additional preferred languages). Solid presentation skills, using charts, graphs and other data presentation techniques appropriately to communicate data, technical information, or complex concepts to non-specialists in a clear, easily understandable and effective manner.
Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.
Proven ability to function effectively as a team member of multi-disciplinary teams.
Enthusiasm for, and commitment to development work

Duties and Responsibilities
DAEDD is looking for a Junior Professional Associate (JPA) to be based in in a field office in the AFE region. Either in Addis Ababa (Ethiopia), in Maputo (Mozambique) or Antananarivo (Madagascar). The JPA will report to the DAEDD Practice Manager. The JPA will work to support the digital team working in the respective countries and region in follow-up on preparation and implementation of lending, analytical and advisory activities, this may include:

Participating in developing and implementing digital/ICT sector strategy, reform roadmaps and assists in country-specific policy work and implementation plans.
Gathering and analyzing country, technology and markets facts and data to support sound decisions and inputs to Systematic Country Diagnostics, Country Partnership Frameworks and other
Participate to a range of digital economy and ICT sector assessments, financial and business case analyses, and best practice notes.
Provide technical expertise on selected ICT policy and regulatory issues and contributing to the design, preparation and supervision of World Bank Group financed digital related investment and policy reform programs in client countries with a particular emphasis on aspects such as stimulating development of digital connectivity infrastructure through PPPs and regulatory/policy reforms, facilitating development of digital government IT infrastructure, platforms and services, and promoting development of digital skills and innovation as well as on addressing corporate requirements (e.g. climate change, gender,….).
Liaise and coordinate with colleagues working in other sectors (including agriculture, health, education, energy, financial services, transport, etc.) on how to leverage digital technologies to improve public service delivery and efficiency in the respective sectors.
Perform economic and financial analysis (market models, business models, etc.) to inform decisions on project designs, PPP schemes, financing plans, etc.
Support data management activities including data inventory process, open data initiative, data collection and any other data related matters in the context of digital transformation activities.
Work independently in providing operational, analytic or other professional support to senior professionals and seeking guidance on complex projects/issues from senior professionals.
