Embassy of Ireland invites qualified applicants for the following job position. Ireland has enjoyed bilateral relations with Ethiopia since 1994, when its Embassy in Addis Ababa was first opened. Ireland’s engagement in Ethiopia is guided by the Government of Ireland’s general foreign policy which seeks to promote a more secure, just, fair and sustainable world. Irish Aid, Ireland’s programme for  transnational development, envisages a world where people are empowered to overcome poverty and hunger, and fully realize their rights and potential. Irish Aid in Ethiopia therefore aims to benefit the poorest and most vulnerable sections of society. The Embassy wishes to contract the services of four full- time Programme Officers to support the management, oversight and implementation of our development assistance programme. We’re seeking highly motivated, innovative and  educated programme officers in the following disciplines  
Position Programme Officer  

Job requirements 

  • All candidates must have a applicable MA Degree in an applicable discipline – for example Economics, Agriculture, Development Studies, Equality Studies, Social development, Humanitarian, Peace & Security Studies, international relations, Political science. 
  • Have a minimum of five years applicable experience in project cycle management including procurement process, financial management of budget and disbursement, audit, monitoring and evaluation, and information management. 
  • In addition to the above all candidates applying for 
  • The position of Programme Officer for Social Protection and Humanitarian Action must have essential knowledge and experience of civil society in promoting effective social protection and  philanthropic responses. 
  • The position of Programme Officer for Gender Equality must have essential knowledge and experience of working on women’s advantageous empowerment, addressing sexual and gender based violence, and Women, Peace and Security. 
  • The position of Programme Officer for Food Systems and Economic Integration must have essential knowledge and experience in the areas of food systems and/ or advantageous development in a bilateral and/ or multinational context. 
  • The position of Programme Officer for Multilateral and Regional Affairs must have essential knowledge and experience of the African Union( in particular the Political Affairs, Peace and Security Department), and African Regional advantageous communities and indigenous mechanisms (similar as the IGAD and AfCFTA) as well as UN agencies similar as the UNOAU, UNECA and UNWOMEN.  

Desirable Skills and Experience 

  • Work with the embassy team to implement the Embassy’s development cooperation strategy and support the design and implementation of a new  charge strategy. 
  • Support the implementation and grant oversight of projects funded by Ireland in related sectors including regular liaison with implementing organisations, partners and the regular review of budgets and work plans, monitoring, reporting and communications. 
  • Provide high quality specialized and policy analysis, grant and  mate management, specialized assessments and briefings in support of our periodic Business Plan and Mission Strategy. 
  • Provide day-to-day executive support to the senior program managers in organizing high-level visits, field visits, program payments, consultancy support, information management, and filing. 
  • We are preparing reports and case studies for the internal accountability process (Bi-annual, periodic, and ad-hoc reporting) in line with result-based management. 
  • Support the separate elderly Programme Managers in related sectors( Social Protection and Humanitarian Action; Gender Equality; Food System and Economic Integration; and Multilateral and Regional Affairs) in the development of analysis and thematic papers as part of any reviews, evaluations, or design phases of Mission Strategy Planning. 
  • Attending, participating in, and reporting on colorful external specialized working group meetings and other fora as required. 
  • Other duties as detailed in the job description and as required.  
  • Contract duration The successful candidate will be hired on a 3-year contract with a probation period of 60 days Periodic Leave Entitlement Annual leave entitlement is 20 working days per annum  
  • Gross Salary€  22,026.36 per annum/€ 1,835.53 per month paid in original currency. Salaries are paid directly to a bank account, therefore, the successful candidate must have a bank account
